It refers to the measures that Themistocles proposed in order to confront the Persian invasion in 481/0 BC, such as to entrust the protextion of Athens to patron goddess Athena and the gods, evacuate the city and place the women and children in the city of Troizen, guard the Acropolis and equip two hundred ships et al.
