This is the spinner of the Horizon Parkzone Sukhoi SU-29MM. I recommend to print it upside down with some support around the tip.

Print the cap (cone) standing upside down (with the tip touching the built plate) to eliminate the need for support. Use brim to stabilize the print. Print the cover part laying flat without brim.
