Description
The religious hierarchy of the mad fishfolk needs its enforcers too, thus some Kuo Toa are born (i.e. crawl out of the spawn pool 🤓) with swollen muscles and blade-like claws.
These are called the monitors, and are used by the mad priesthood to enforce the priests´ will - usually with merciless force.
